the resaon why the particule emitter seems to turn when you play with the number of the Y rotation (in the inspector) is because you play with the INITIAL angle of the EMITTER. Nothing to do with any animation so, Am I wrong ?
To simplifiy the example, you car apply the "orbit around" behavior ON the PARTICULES not the emitters and Use the EMITTER as the source object parameter of the "orbit around" behavior ! It work fine for me
